I can only assume that your intent is to design drain tile systems using lidar as an elevation source so this answer leans in that direction.

First you're going to have to acquire some software to use for the design of the drain tile. One that I know of that folks are out there using is AgDataViewer and there are folks using it right now and ingesting LiDAR data to design the tile. Agdataviewer can read LAS files directly without any conversion.

If you already have a software system that you use the first step is to determine how to use it in that software and I would turn to that software vendor for advice, tips and tricks etc.

I don't have any experience in this area and I don't know of anyone who has created a tip sheet on this forum.
