This page describes the NRCS Tools for Using LiDAR Data (http://wrc.umn.edu/randpe/agandwq/tsp/lidar/) and lists a Depression/Sink Analysis tool that "Isolates "hydrogically-true" depressional sinks and their contributing area in given precipitation events". I can't seem to find this in the tools that I downloaded (v1.1.7). Are these tools available?

Correct, the initial description of the tool-set did include the isolation of hydrologically true sinks as you state.  Upon release of the toolset we opted not to include that particular workflow as there are a great number of varying factors in the analysis. Components of the Watershed Delineation, Runoff Curve number, and Watershed tools along with a few stand alone tools in Spatial analyst allow the same functionality. 

In short, you must compute depression volume, and use a drainage area, weighted avg curve number, and precipitation event to determine the amount of watershed runoff.
