My organization is currently trying to download LiDAR data for a couple of tiles and has been unsuccessful in doing so. After trying to run the tool on multiple machines on different days, we are still receiving the same error message, which I have posted below.

Sorry you're having trouble - thanks for reporting the error message. I will check again with DNR staff -- others have reported errors with the LiDAR ArcToolbox using Arc10.2 versions that have not been easy to troubleshoot.
In the meantime, try using the MnTOPO website to download the data you need: http://www.dnr.state.mn.us/maps/mntopo/index.html
