Abstract This data table lists the major attributes of lakes and wetlands, by DNR Waters lake number, as extracted from the DNR database, LAKES-DB. Information on the table includes DNR Waters lake number, lake name, lake alternate name, lake basin size (from Protected Waters Inventory, if available), Protected Waters status, lake location as reported in DNR Bulletin 25 (1968), wetland type (if applicable), and Shoreland Management Classification.
Purpose The purpose of this table is to provide descriptive information on lakes and wetlands to be used in conjunction with tagged GIS surface hydrography coverages, such as the LMIC-enhanced USGS 1:100,000 surface hydrography data set and the DNR state hydrography coverage compiled from the same source. DNR Waters maintains the official list of lake numbers and lake names, and is the agency responsible for adding basins, or numbering subbasins, as necessary. It can also be used as a list of all officially-numbered lakes and wetlands in Minnesota.

Associated Data Sets 1. USGS 1:100,000-scale Digital Line Graph Hydrography file, customized for Minnesota by LMIC with the addition of the DNR Division of Waters Lake Number and other attributes. GIS coverage of lakes and wetlands appearing on the USGS 30 by 60-minute base maps.

2. State file composed of #1 created by Minnesota Department of Natural Resources for internal use, with the addition of a cross-checking of DNR Waters Lake Numbers for lakes surveyed by the Fisheries Section.

3. LAKES-DB data base at DNR Waters, which contains additional information on lake characteristics, including lake levels.

4. Additional databases, including DNR Fisheries Section Lake Survey data base and MPCA lake water quality monitoring data archived in STORET, use the same lake identifier as is on this file.

Entity and Attribute Detailed Citation Data fields include the following:

1. DNR Waters Lake Number (DOWLKNUM) 8 characters, consisting of 2-digit standard Minnesota County Code + 4-digit Lake Number +2-digit Lake Subbasin Number. For county codes that are less than two digits, a leading zero has been added to equal two digits. For lake numbers that are less than four digits, leading zeroes have been added to equal four digits. Most lakes have lake subbasin numbers of '00'.

For all protected waters and wetlands, the county code and 4-digit lake number will reflect the Protected Waters Inventory Number. A Protected Waters Inventory was published by the Commissioner of Natural Resources for each county, along with a county protected waters inventory map, and shows the number, name, and location of the waters of Minnesota that are designated as public (protected) waters under the procedures prescribed under Laws 1979, chapter 199.

For waters classified as Renumbered 'R' in this data base, the county code and 4-digit lake number will signify the historic Bulletin 25 identification number. These particular waters have been assigned a different and legal Protected Waters Inventory Number. The Bulletin 25 number should only be used as a historic reference for issues that occurred prior to the finalization of the Protected Waters Inventory in the early 1980's.

For waters that are not protected waters or wetlands, the 4-digit lake number will indicate a DNR Waters assigned basin identification number. For each county, the assigned numbers begin where the highest Protected Waters Inventory Number ended. The next available sequential number is usually assigned in the order in which a request for numbering is received.

Subbasins for a whole lake are numbered on a geographic basis. The lower number is typically assigned to the subbasin furthest north or east. Subbasins of U.S. Lock and Dam Pools are numbered in sequential order as listed on the Protected Waters Inventory.

2. Name of lake or wetland (RNAME) 25 characters. An attempt has been made to include names consistent with the Protected Waters Inventory.

3. Alternate name of lake or wetland (ALT_NAME) 25 characters. The alternate name may indicate a local name or different spelling. The DNR Lakes-DB database lists additional alternate names.

4. Protected Waters Inventory Classification (PWICLASS) 1 character. Classifications include: 'P' = Protected (Public) Water, as defined in Minnesota Statutes, section 103G.005, subd. 15; 'W' = Protected (Public Waters) Wetland, as defined in Minnesota Statutes, section 103G.005, subd. 15a; 'N' = Not Protected Water or Wetland; 'A' = Protected Water or Wetland in an adjacent county, but not protected in the indicated county; 'R' = Renumbered -- historic Bulletin 25 identification number for reference only since the water has been assigned a different and legal Protected Waters Inventory Number.


5. Wetland type (WETTYPE) 2 numeric, as classified according to Wetlands of the United States, U.S. Fish and Wildlife Service Circular 39 (1971 edition), and as summarized in Minnesota Statutes, section 103G.005, subd. 17b.

6. Basin area (AREA_BASIN) 7 numeric, compiled from the DNR Protected Waters Inventory process conducted circa 1979 - 1985.

7. General location of the lake or wetland (BULL25LOC) 22 characters, in township, range,section - public land survey reference. Source is historic DNR Bulletin 25 (1968), which located lakes greater than 10 acres from aerial photographs taken between 1938 - 1955. This location does not necessarily indicate the designated Protected Waters Inventory location, nor does it indicate the ordinary high water level which is the boundary of public waters, wetlands, and waterbasins.
8. Shoreland Management Zoning Classification (SL_CLASS) 50 characters. The Shoreland Management Program was established in 1969 and provides orderly development of the shoreland and protects waters from pollution. A classification system was developed so that the appropriate development standards could be applied to a particular type of water and its designated shoreland area. The classification criteria relates to size, shape, development, and other characteristics. See Minnesota Rules, part 6120.3000, for additional information.

Classifications include: 'Natural Environment'; 'Recreational Development'; 'General Development'; 'Multiple' = water is located in more than one local unit of government's jurisdiction and has differing shoreland classifications depending on the governmental unit; 'Not in Shoreland Program', and some codes specific for a local unit of government. Local units of government may include counties, cities, and townships.

Classifications and standards are adopted through a local unit of government's shoreland management zoning ordinance. The shoreland classification denotes the most current, DNR-approved ordinance classification for a specific local unit of government. Because ordinances may be amended or waters may be in multiple jurisdictions, always check with the specific local zoning authority for current classifications and applicable ordinance provisions.
