| Abstract | This enhanced 30-meter statewide Land Use/Cover file was produced as a navigation and reference tool for the LMIC EPPL Team's Environmental Atlas and Atlas GDS desktop GIS products. It is based upon the United States Geological Survey's 1992 National Land Cover Data (NLCD), with enhancements made to that data set from several of Minnesota's 1990's-vintage Land Use/Cover files. Enhancements involved substituting data from one of the Minnesota Land Use/Cover data sets when the decision rules specific to the NLCD under-represented land cover or use categories that were thought to be important for visual navigation through the state. Updates were made to improve the representation of wetlands, spruce bogs, lakeshore development, and rural farmsteads. |

| Purpose | This data set was created for use in the EPPL7 Team's Minnesota Environmental Atlas and Atlas/GDS desktop GIS products, to be used as an exploration/navigation/reference tool. Basically, the Minnesota Navigator layer provides a visual reference to the state that guides users to areas of interest. Once zoomed into an area of interest, users can view other descriptive layers. | |||

| Lineage | The 30-meter National Land Cover Dataset (NLCD) - 1992 version - developed by the United States Geological Survey is the basis for this dataset. The NLCD data were enhanced for certain categories where it appeared that either the NLCD misrepresented a land cover category in Minnesota, or the NLCD, as a LAND COVER classification, did not represent a LAND USE that made for a better representation of the Minnesota landscape within the Minnesota Navigator. Minnesota Navigator represents a hybrid land use/land cover layer, whereas NLCD represents strictly land cover. The following codes represent categories from NLCD that were used as is, except where overridden by the new Minnesota categories: 1 (NLCD Class 11) - Open water 2 (NLCD Class 21) - Low intensity residential 3 (NLCD Class 22) - High intensity residential 4 (NLCD Class 23) - Commercial/industrial/transportation 5 (NLCD Class 31) - Bare rock/sand/clay 6 (NLCD Class 32) - Mining/gravel pits 7 (NLCD Class 33) - Transitional 8 (NLCD Class 41) - Deciduous forest 9 (NLCD Class 42) - Evergreen forest 10 (NLCD Class 43) - Mixed forest 11 (NLCD Class 51) - Shrublands 12 (NLCD Class 71) - Upland (grasslands / herbaceous) 13 (NLCD Class 81) - Pasture / hay 14 (NLCD Class 82) - Row crops 15 (NLCD Class 83) - Small grains 16 (NLCD Class 85) - Urban / recreational grasses 17 (NLCD Class 91) - Forested wetlands 18 (NLCD Class 92) - Emergent herbaceous wetlands The following codes represent categories added by LMIC, to provide a better visual reference to the landscape. Notes on when and how these categories were added follow the code list. 19 (New) - Lake homes and other rural dev. 20 (New) - Rural farmsteads 21 (New) - Bog/Marsh/Fen 22 (New) - Spruce/fir in wetlands The derivation of the Minnesota Navigator dataset from the NLCD and additional sources was performed by Neil Frakes, Geography Student Intern, Macalester College, under the direction of Ken Pekarek at LMIC. Areas that were potentially to be reclassified were ground-truthed against the 1990 Digital Orthophoto Quadrangles and/or the DNR infrared photography. Category 19 (New): Lake homes and other rural development. This category was added from the layer: Minnesota Land Use, Forested Area (1990's): http://www.lmic.state.mn.us/chouse/metadata/mrsc_lu.html This replacement generally occurred in the northeastern part of the state. Because of the NLCD classification rules (i.e., areas with greater than 50% tree canopy are classified as 'forested'), rural development along shorelands was under-represented. The 1990's Minnesota Land Use - Forested Areas file was used to adjust this. The 'Other Development' category in the Minnesota Forested Land Use was used in place of the NLCD category IF the NLCD category was 'Forested' and the cell was adjacent to a water feature. (If the NLCD category was 'Wetland' and the cell was adjacent to a water feature, no change was made). 20 (New) - Rural farmsteads This category was added from the layer: Minnesota Land Use, Agricultural and Transition Areas, 1989: http://www.lmic.state.mn.us/chouse/metadata/luse89.html The Minnesota 1990's Land Use - Agricultural Areas (TIC Land Use) was used in conjunction with the NLCD to improve representation of rural farmsteads on the Minnesota Navigator file. NLCD under-represents farmsteads, while TIC Land Use over-represents them. The TIC 1990's land use files were used to identify areas where farmsteads occurred; farmstead 'cells' from the TIC Land Use were added if the NLCD category for that cell was Transitional, Shrublands, Upland (grassland/herbaceous), or Pasture/Hay. If the NLCD category for the cell contained any other value, the NLCD value was retained. 21 (New) - Bog/Marsh/Fen This category was added from the layer: Minnesota Land Use and Cover, 1990's Census of the Land (a compilation of data from the land use-forested, land use-ag&transition area, and county-specific land use files of approximately the same vintage): http://www.lmic.state.mn.us/chouse/metadata/luse8.html The NLCD dataset under-represents wetlands in Minnesota. To improve this category, the 'Bog/Marsh/Fen' classification from the Minnesota 8-category '1990's Census of the Land' file was used. Where there was a bog/marsh/fen category on the 8-category land use file, and the DOQ or infrared photography reference maps indicated a wetland, then the NLCD category was superseded. 22 (New) - Spruce/fir in wetlands This category was added from the layer: Minnesota DNR Phase 2 Forest Inventory (1977) from MLMIS40 Dataset: http://www.lmic.state.mn.us/EPPL7/data/mlmis.pdf This classification occurs in the forested spruce bog areas (Koochiching County, etc.): NLCD typed these areas as wetlands but did not not identify any forest cover. In areas known to be forested, data from the 1977 DNR Phase 2 Forest Inventory were overlain on the NLCD to determine which of the bog areas were forested. The 1977 DNR Forest Inventory is represented as 40-acre data. |
