Abstract This data set provides a statewide view of telephone exchange service areas. It includes five separate layers:

1. Boundaries of more than 700 telephone exchange service areas
2. Area codes
3. LATA zones
4. County boundaries
5. Duluth wire center boundaries

The data was compiled in cooperation with the Minnesota Department of Commerce (formerly the Department of Public Service). The 2007 update was funded by the Minnesota Association for Rural Telcommunications. In addition to the digital data, printed maps are also available; see Ordering Instructions.

The data was compiled in cooperation with the Minnesota Department of Commerce (formerly the Department of Public Service). Purpose The data are intended to provide a statewide overview of telephone exchanges and are not to be used for detailed site analysis or as legal documents. To view the official maps for particular exchanges, please contact the Department of Commerce at (651) 296-5120.

In addition, the telephone exchange service area boundaries, particularly in the Twin Cities metropolitan area, are not necessarily the boundaries of telephone number prefix areas (the 3-digit portion of a telephone number). Prefix areas with defined boundaries no longer exist. Due to changes in switching technology and revised policies that can allow customers to keep phone numbers when they move to a different telephone service area, prefix zones can no longer be easily mapped.

Attribute Accuracy No statistical analysis has been conducted. MnGeo (formerly the Land Management Information Center) has worked closely with the Department of Commerce to ensure the accuracy of the attribute data. The data was plotted as a map layout in several drafts that were proofread numerous times at MnGeo and then by personnel at DOC.

Note: Several exchanges were too small to display on the map. They are denoted with two asterisks in the exchange list at the bottom of the map.

Note: The process of approving changes in telephone exchange service area boundaries and ownership has many stages and can occur over a number of months. The map will only show changes that have received final approval by the full commission and that have been provided by the Department of Commerce to MnGeo. Although proposed changes may have been publicized within the telecommunications industry or to the public, they will not be shown on the map until DOC informs MnGeo that the change has received final approval.
Logical Consistency Data are topologically structured and verified within ArcGIS.
Completeness All updates to the original digitized exchange, area code and LATA information from the Department of Commerce have maintained the original scale.
Horizontal Positional Accuracy No statistical analysis has been conducted. The original and official exchange, area code and LATA boundaries are marked on Minnesota Department of Transportation county highway maps (1:126,720 or 1:63,360-scale) housed at the Department of Commerce. The maps used for digitizing purposes had the exchange boundaries marked with a narrow-width marking pen directly onto the paper county highway maps. The highway maps were not edge-matched and the hand-drawn boundaries did not always meet between maps.

The Duluth wire center maps from the Department of Commerce were provided as paper output from either a GIS or CAD system. Source scales ranged from 1:4,500 to 1:44,000. Original maps did not appear to have been edge-matched. LMIC used road intersections (TIGER 2000 from the U.S. Bureau of the Census) to reference the map for digitizing.
Lineage 1992 data set

In 1992, the Land Management Information Center (LMIC, now MnGeo) began a telecommunications project with the Minnesota Department of Commerce (the Department of Public Service at that time) as part of LMIC's Datanet online data service. DOC had exchange boundaries marked on Minnesota Department of Transportation highway maps (1:126,720 or 1:63,360 scale). LMIC digitized the exchange, area code and LATA boundaries from these maps using EPPL7 version 2 software. A statewide EPPL7 vector file (.dgt) was created, then converted to ARC/INFO coverage format. The datum was NAD27. The last step in this project was the development of the first statewide telecommunications map. This map depicted exchange, area code and LATA boundaries. Exchanges were labeled and shaded by company.

1996 version

In 1996, LMIC contacted DOC and asked for updated exchange, ownership and new 320 area code boundaries. The 1992 telecommunications data set was updated in ARC/INFO to include the new 320 area code, as well as exchange and boundary changes finalized between 1992 and the spring of 1996. The data was converted to NAD83. A new map was produced which also contained a list of all exchanges sorted within and by company.

1998 version

LMIC contacted DOC again for ownership and/or boundary information changes. The new 651 area code was received from DOC as a shapefile and was converted to ARC/INFO coverage format. New exchange boundaries were digitized on-screen and incorporated along with the new 651 area code into the 1996 ARC/INFO exchange coverage in NAD83. The coverage was then converted to shapefile, DXF and various graphics formats. A new telecommunications map was developed which included the new 651 area code and exchange data. To make it easier to find individual exchanges, an XY map location identifier was added to the list of sorted exchange names.

2000 version

DOC provided about ten ownership changes that had occurred since the last map was created. DOC also described the lines used to create boundaries for the revised 612 and the new 763 and 952 area codes. In most cases, exchange boundaries were used; however, in some portions, 1990 minor civil division (MCD) boundaries were followed. LMIC staff revised the ARC/INFO coverage and shapefiles to reflect the changes, checking the results against the official map on DOC's website. Two versions of the map were created: one without roads and one with interstates and major federal highways from the Minnesota Department of Transportation's BaseMap CD added as reference information.

2002 version

The DOC performed a comprehensive review of all the exchange boundaries and codes on the 2000 version, and LMIC made changes as necessary. The 'out-of-state' category was now included under 'company name' and denoted with one or two asterisks: one asterisk - out of state wire center and two asterisks - out of state wire center and exchange too small to display on map.

DOC also provided printed maps of the Duluth wire center boundaries which were included in the map inset. These maps were dated 6/2/02 and there was one map per wire center. LMIC used road intersections to reference the maps for digitizing.

A third version of the map was created to include the 2002 Legislative Districts (Court Ordered, March 19, 2002: based on the 2000 TIGER files prepared by the U.S. Census Bureau.)

The following updates were made:

1. Exchange boundary changes:
- Zimmerman / Princeton in Sherburne County
- Clearwater / Enfield in Wright County
- Apple Valley / Lakeville / Farmington in Dakota County
- Dakota / La Crescent in Winona County

2. Exchange company changes:
- Fairmount exchange to Red River Telecom, Inc.
- Pembina exchange to Polar Telecommunications, Inc.
- Osage exchange to Twin-Valley Ulen Telephone Company
(2/25/04: NOTE: This last change had been approved but then cancelled and thus Osage remains with East Otter Tail Telephone.)

3. Company name changes:
- Splitrock Telephone Cooperative, Inc. to Alliance Communications Cooperative, Inc.
- Citizens Telecommunications Company to Citizens Telecommunications Company of Minnesota, LLC

4. Company name corrections:
- Cross Lake to Crosslake
- Remove apostrophe in Mankato Citizens Telephone Company
- Remove 'Rural' in New Ulm Telecom, Inc.
- Remove 'Rural' in Redwood County Telephone Company

The following updates were made:

1. Exchange boundary changes:
- Move Tintah, Wendell, Elbow Lake and Evansville exchanges into LATA 626 from 636.
- Add several previously unserved areas northwest and south of Ely to the Ely exchange.
- Adjust Tower and Babbitt exchanges to add previously unserved territory.
- Add a small area of unserved territory in Lake County to the Isabella exchange.
- Transfer a small area in Marshall County from the Stephens exchange to the Strandquist exchange.
- Show New Sweden as a separate Qwest exchange.
- Show separate wire centers for these exchanges: Osseo, Squaw Lake, Virginia, and Silver Bay.
- Adjust boundary between Wyoming and Forest Lake exchanges.
- Adjust boundary between Chandler and Lake Wilson exchanges.
- Adjust boundary between Chandler and Leota exchanges.
- Adjust boundary between Almelund and Lindstrom exchanges.

2. Exchange company changes and company name changes:
- Change Polar Rural Mutual Aid Corporation to Polar Communications Mutual Aid Corporation; move Pembina to Polar Communications Mutual Aid Corporation, and delete Polar Telecom, Inc.
- Move Valley Springs exchange to Hills Tel. Co., and delete Sioux Valley Telephone Company.
- Change Federated Tel. Co. to Federated Tel. Coop; move the Hancock exchange to Federated Tel. Coop. and delete Federated Utilities.
- Change Red River Rural Telephone Company to the Red River Rural Telephone Association. The Fairmount exchange is now served by Red River Rural Telephone Association, instead of Red River Telecom, Inc. Delete Red River Telecom, Inc.
- Change Sprint Minnesota, Inc. to Embarq Minnesota, Inc.
- Move Osage exchange from Twin-Valley Ulen Telephone Company back to East Otter Tail Telephone (the move to Twin-Valley Ulen had been approved but then cancelled and thus Osage remains with East Otter Tail).

COMPANY: telecommunications company name (mixed case)
COMPANY_UP: telecommunications company name (upper case)
LATA: local access and transport area ID code (at the time of the Bell System breakup, Bell operating companies were restricted to operations within specific areas called LATAs)
AREA_CODE: 3-digit telephone area code
METRO_CALL: area of the Twin Cities metro in which there is flat-rate calling

Four additional shapefiles are also provided:

1. mn_ac07 contains just the area code boundaries and attributes;

2. mn_lata07 contains just the LATA boundaries and attributes;

3. mn_cty contains county boundaries and attributes: CTY_NAME (4-character county name abbreviation, upper case), CTYNAME (complete county name, upper case) and CTY_ID (2-digit county code ranging from 1-87, assigned in alphabetical order);

4. duluth07: Attributes are the same as listed for the mntel07 shapefile format with one additional item:
CENTER: wire center name. A 'wire center serving area', or 'wire center' for short, refers to the area to which local service is provided by one or more switches located at a single point. The wire center serving area is often the same area as the exchange, but a wire center can be equal to a portion of an exchange or to several exchanges combined.
