| Lineage | During the 1981 State Legislative session, money was appropriated to the Department of Energy, Planning, and Development (DEPD) to begin an on-going inventory of summary land records. This project, funded by a grant recommended by the Legislative Commission on Minnesota Resources (LCMR), was coordinated by the Minnesota Land Management Information Center (LMIC). During the 1981-83 biennium, LMIC attempted to gather summary land record information for all federal land managing agencies, all non-DNR state agencies, and several regional commissions in the Twin Cities metropolitan area. The Land Bureau of the Minnesota Department of Natural Resources (DNR) coordinated all records for DNR managed lands. DATA SOURCES: State ownership information was derived from a 1983 update of the DNR land ownership-land classification file, an operational catalogue of state ownership information maintained by the DNR. Recreation land in regional, township, and private ownership, current to 1983, was compiled by the DNR for the State Comprehensive Outdoor Recreation Plan (SCORP) inventory of recreational facilities. Federal ownership data were compiled by LMIC staff from the land ownership records of a variety of federal agencies: the U.S. Forest Service, National Park Service, Bureau of Land Management, U.S. Army Corps of Engineers, U.S. Fish and Wildlife Service, and Bureau of Indian Affairs. Except for BIA and Corps of Engineers data, which is current as of 1969, all federal ownership data are current as of 1983. CODING PROCEDURE: Minnesota Public Lands, 1983 is the product of separately coded ownership variables which were combined in 1983 by LMIC staff to produce the 1983 public ownership variable. DNR ownership records and SCORP data were encoded by the DNR, and then merged with Minnesota Land Management Information System (MLMIS) files using geocode matching procedures. Data on non-DNR-managed state lands, initially coded by the State Planning Agency in 1973, was updated by the DNR in 1978, and then merged with existing MLMIS ownership files via geocode matching. Federal land ownership information was coded by LMIC staff using a combination of manual map transfer/grid overlay and geocode matching procedures. The merging of these separate ownership files identified cells containing more than one public ownership designation, and these instances of multiple ownership were recorded as distinct classes in this coverage. |
