| Abstract | The Statewide Parcel Map Inventory (SPMI) was designed to collect a current 'snapshot' of parcel data development across Minnesota. The survey focused specifically on the increasing development of digital parcel data. The survey collected information identifying the method of parcel data development, the frequency of maintenance, data development standards and distribution practices, remonumentation efforts and other key information. Counties, cities outside the Twin Cities metropolitan area, tribal governments, and national forests were contacted to participate in the survey. The 2004 survey results were compiled in a database table. | Purpose | The Minnesota Department of Transportation funded this survey for ease in understanding existing parcel data development activities for use when partnering with local governments on transportation issues. The survey has also been used by organizations wanting to understand how to build a digital parcel database. Others may have well-established parcel datasets and would like to work with nearby communities on data collaboration. | |||

| Attribute Accuracy | Attribute values are presented as entered by survey respondents except for the fields which asked for percentages. The respondent input an exact percentage ranging from 0-100; these numbers were reclassified into more general categories. For example, the question asking for the percentage of parcel data in digital form was reclassified into the following categories: No digital parcel data; 1-9; 10-25; 26-50; 51-75; 76-99; and 100 percent). Note also that when the survey respondent first accessed the survey form, it was populated with their organization's 2003 responses in order to streamline the process of filling out the form. The respondent only needed to alter any information that had changed. If a respondent missed updating any fields, it is possible that some of the information reflects 2003 conditions. |

The 2003 Statewide Parcel Map Inventory database (surveycompile.mdb): a combined set of county, city and tribal information collected during the 2003 Statewide Parcel Map Inventory. A copy of the data used as the basis for this project is available at: http://rocky.dot.state.mn.us/inside_lm/LIS_New/Statewide_Parcel_Map_Inventory/Downloads/downloads.html 2. Hybrid county boundaries from the Minnesota Department of Natural Resources: http://deli.dnr.state.mn.us/metadata/full/ctybdne2.html Procedure: The Minnesota Department of Transportation and the Land Management Information Center (LMIC) altered the 2003 Statewide Parcel Map Inventory database and survey questions to accommodate an updated survey for 2004. Organizations surveyed were expanded to include Minnesota's two national forests. Attribute table fields names, corresponding survey questions and field descriptions are documented in the data dictionary: http://www.lmic.state.mn.us/chouse/SPMI/PDF/SPMI2004%20Data%20Dictionary.pdf LMIC collected the parcel data development information through an on-line survey and stored the survey responses in a serverside MySQL database. Respondents visited the survey site http://www.lmic.state.mn.us/chouse/SPMI/ using a URL unique to their organizations and accessed the survey questions with 2003 survey responses already filled in. The respondents just had to change any information that needed updating. LMIC used a combination of email and phone contact to encourage organizations to contribute to the inventory. All contact was made during April to June 2004. LMIC developed a Mapserver application to post the survey results online to the public in both map and text formats. |
