APPROVAL OF AGENDA AND MINUTES
Luci Botzek, committee co-chair called the meeting to order The meeting
agenda and minutes of 2/29/00 were accepted as presented.
DISCUSSION OF WORKGROUPS
Benefits of LRM: (Handout: LRM Survey Results) Gail Miller reported on the
results from the LRM survey. The survey was to conduct a poll of customers who
use the land record/tax information, which is collected and maintained by
Minnesota County Auditors, Recorders and Treasures. The survey was distributed
to approximately 70 counties and had approximately 50 responses. With the
collaboration of the responses the Land Records committee members recognized the
clients who use this information. After reviewing, the committee members added
state legislatures and Federal Emergency Management Agency (FEMA) to the
"Government Agencies" column. The committee members agreed that the
next step is to create a matrix defining types of data. Gail will be presenting
the matrix at the next Land Records Committee meeting.
Working to define LRM: (Handout: LRM Basic Components) Phil Sailer reported on the LRM working group to define basic program components of modernizing land records. In an effort to communicate positively Botzek mentioned to remeber that this must be a collaborative effort to be successful and that the wording should reflect a partnership approach and not dictates from the state down without having involved the impacted parties in the process. The committee members collaborated and made some adjustments to the terminology under the objectives and the definitions in which Phil Sailer will make the modifications for the next LRM committee meeting.
DISCUSSION OF 2000 LRM COMMITTEE WORKPLAN
Funding of LRM: The Land Records Modernization committee formed another
workgroup to discuss potential funding avenues for implementation of modernizing
land records countywide. Members of this workgroup include: David Arbeit,
Jeanine Barker, Luci Botzek, Denny Kron, Fred Logman, Gail Miller, Jay Wittstock
and Kay Wrucke. The committee members discussed the potential status of the
report. The following three goals and objectives were established for the
Funding Committee:
- How much funding is necessary?
- How will the funding be divided?
- From where will the funding come?
The newly formed workgroup will examine the objectives and determine if the LRM
proposal will be ready to present to the legislature in June for the January
2001 budget. The workgroup will meet April 12th, 2000 to discuss funding
options.
