Meeting notes for May 19, 1998

The minutes of the April meeting were approved with the following changes: Boztek should be spelled Botzek in the members present and the next to last paragraph.
The last paragraph was corrected as follows: Luci Botzek reported that the county recorders collect a surcharge of $4.50 per document recorded. The committee felt that since $4.00 of the surcharge goes into the state general fund it would be appropriate to list that amount as contributing to the total fund amount.
We discussed the letter received by Fred Logman as Council chair. Luci Botzek and Kathy Conlon were at the meeting which resulted in the letter. They were able to tell that there is general support for a program like Land Records Modernization but there is a fear that the standards associated with such a program will be incompatible with existing land records systems and costly to implement. This thought seems to come from the work the Standards Committee has done. David Arbeit pointed out the reality is the only works that seems to apply at this time is the adoption of the FIPS codes for county designation, the guide line for parcel numbering and the metadata guideline and DataLogr.
We talked about the fact that it seems we are not any further along toward a LMR program now that we were a year ago. We discussed whether the LRM Committee has a future at this time or should possibly be dropped. A suggestion was made that we try to get together with some of the out state organizations, such as Blue Earth County - the City of Mankato, Clay County- the City of Moorhead, Todd County and Mower County, to have them tell us what they are trying to accomplish, what successes they have had and what impediments they are running into. We would also like to find out if there has been any interest outside of government in their areas for GIS. Luci Botzek will try to set up a meeting for the week of June 22 to 26.
Fred Logman informed us that some of the county computer groups have been thinking of how the automation of land records and GIS might interface at a county level. Luci Botzek suggested we try to document some of the things happening in that area as it may answer the question of what you can do with $50,000 to promote Land Records Modernization. Fred will try to write up some of what has been talked about.
Fred Logman presented the changes to outline of the central organization. The committee suggested that item 1.4 be changed to read "Quality assurance for program funded projects."
Under Data Management, item 3.1 should be change to read "Coordinate with clearinghouse activities." Under Support for the Policy Entity" the statement should read " General administrative and meeting support for the entity is put in place to provide the "policy for this program."
Next meeting will be the week of June 22 to 26, 1998. The date, time and place will be set after Luci Botzek communicates with some of the city and county people.
