STATUS REPORTS
National Cadastral Standard: Dave Claypool reported on the May 9 - 10,
meeting of the FGDC Cadastral Subcommittee in Denver. The purpose of the meeting
was to develop an FGDC metadata profile that focuses on cadastral data. Claypool
reported that great progress is being made in coordinating cadastral records
among federal, state, and local agencies in participating Western states. He is
working to have Minnesota included in that group. Under advisement from this
committee, DNR and Mn/DOT, Claypool suggested the subcommittee also focus some
resources on outreach, education and promotion of the standard.
The subcommittee will continue the development of the cadastral standard. They
have also suggested creating a new interest group of Eastern or Great State
participants, which may organize later this fall.
EPA data standards committee: (Handout: The Environment Data Standards
Council) A call for volunteers was issued by the EPA to serve on an agency
data standards committee. Individuals interested should contact the standards
committee. The role of the new EPA committee will be to recognize the need for
that agency and the states to develop and agree upon data standards for
environmental information sharing.
Report from New York State GIS coordinating council: Cialek recently
attended a New York State GIS coordinating group meeting. In addition to
informing the group about Minnesota's Governors Council, a plan was formulated
to conduct a NASA sponsored workshop on remote sensing applications in state,
local and tribal governments. Over the year, NASA is planning a series of such
workshops across the country. This workshop will incorporate 14 Eastern and
Midwestern states, and will be focused on making remote sensing data more
accessible and useful in solving problems of state, local and tribal
governments.
To fulfill NASA's request for selecting participants, Cialek has been asked to
submit seven prospective Minnesota representatives. Please send any
recommendations to Chris Cialek regarding nominations for Minnesota
representatives to this workshop.
FISCAL YEAR 2000 COMMITTEE REPORT
Cialek stated that once the end of year committee report has been
completed he will forward the report via e-mail to committee members and other
interested parties.
ATTRIBUTE STANDARDS WORKING GROUP
Mark Kotz reported that the working group does not have any new material
to report since the May meeting.
BASIN AND WATERSHED ID STANDARDS
(Handouts: USGS - Hydrologic Units; Committee Draft Basin and Watershed
Feature Definitions)
Susanne Maeder reported on the status of the Basin and Watershed ID’s. The
Hydrography Committee’s Data Model Work Group is working to create basic
hydrologic feature definitions. The features are to be defined for purposes of
data exchange, recognizing that there may be some differences in delineation
based on scale, use, and agency definition. Four basic features have been
defined: basin (including lake and wetland); watercourse; watershed; and
hydrologic point of interest. The description of each feature will include
feature definition, feature identification schemes, feature administrative
authority, feature delineation, and event referencing.
Draft descriptions for Basin (lake, wetland) and Watershed were distributed at the meeting. The Basin description will be incorporated into the IPO standards template this summer and will be passed on to the Standards Committee. There is some discussion about what to do with the long-standing watershed identification scheme, since changes are likely to occur at the federal level, which may influence the current state ID scheme. The next meeting of the Data Model group is July 13. At this meeting further work will be done on the Basin and Watershed descriptions.
In related efforts, agencies involved in the Hydrography Committee (primarily DNR, PCA, and Metropolitan Council) are working to complete an enhanced 1:24,000 hydrography dataset, based on MnDOT Basemap and National Wetlands Inventory data. The streams layer should be complete by the end of summer, 2000; the basins layer by next year.
The Data Needs Assessment and Data Inventory Work Group completed a needs assessment workshop last fall (Turnaround Document is on-line) and is currently working on a hydrography data inventory.
STATEWIDE MCD CODING STANDARD
Legislation was recently passed creating a study group to study the
electronic transfer of land records.
INTRO TO METADATA IN ARC/INFO 8
Rader gave a brief introduction to the metadata capabilities of ARC/INFO
8’s ArcCatalog module. The built-in metadata entry tool uses an FGDC template
and can display metadata with either an FGDC or an ESRI stylesheet. Some fields
are filled in automatically; others require user input. The ArcCatalog
documentation states that it is possible to create other entry tool templates
and stylesheets. LMIC will investigate what it would involve to develop a
Minnesota Geographic Metadata Guidelines template and stylesheet. Having
metadata capability incorporated directly in the software should further
encourage users to write and use metadata as they work with their data sets.
OTHER BUSINESS
Cialek enthusiastically announced the completion of the GeoGateway
online data search tool, located at http://geogateway.state.mn.us/documents/index.html.
