STATUS REPORTS
Meeting with the Information Policy Council on National Standard for Spatial
Data Accuracy: Cialek noted that the full Information Policy Council
accepted the NSSDA standard as a state standard on April 20, 2000. Cialek noted
that many requests for the Positional Accuracy Handbook have come in. The
Federal Geographic Data Committee has committed to reprint 2000 copies of the
publication.
Conservation Lands Mapping Taskforce: The task force has been working on
guidelines for digitizing RIM data, CRP parcels and other conservation lands
mapping projects. Rader has reviewed the draft guidelines and commented that the
guidelines emphasized the importance of metadata standards and a portion of the
standards for spatial data accuracy. Cialek also noted that tracking the
distribution of the report would be useful.
National Cadastral Standard: Cialek mentioned that Dave Claypool was
attending a meeting of the FGDC Cadastral Subcommittee in Denver. The purpose of
the meeting was to develop an FGDC metadata profile that focuses on cadastral
data. However, under advisement from this committee, DNR and Mn/DOT, Claypool
will suggest the subcommittee focus some resources on outreach, education and
promotion of the standard.
Workshop for GIS Standards: Matt Koukol noted that the Department of
Urban and Regional Planning at the University of Illinois is hosting a workshop
for GIS standards, August 1-4, 2000. The focus is on applying Unified Modeling
Language to GIS standards and details of existing FGDC standards.
ATTRIBUTE STANDARDS WORKING GROUP
Mark Kotz reported on the working group's progress [handout]. A summary
of the current status of standards has been written for six of the ten
attributes from the survey. Cialek reported that work is progressing on
preparing a final draft of the Minor Civil Division coding standard for the IPC.
Maki reported that the Hydro Committee is working on recommendations for a lake
ID and watershed ID standards to pass along to the Attribute Standards Working
Group. Other discussion included the idea of making information available about
USGS Quad ID's, but not developing a formal state standard.
FISCAL YEAR 2000 WRAP-UP
Cialek reiterated that he will be stepping down as chair of the
standards committee next month. The committee discussed future resource needs.
Jay Krafthefer suggested a dedicated fiscal supplement to hire someone to
coordinate standards work. Standards are an important aspect in GIS technology
today and this effort could expand beyond the level of committee work. Although
the council does not likely have the funds for this, Cialek agreed and mentioned
that he has suggested to Minnesota Planning's management team that the funding
for this type of position be considered. Cialek noted that this issue can be
brought to council attention at the June 21 meeting and perhaps the council
could make a recommendation to support such a position.
Committee members agreed that the best alternative is to have an active council member chair the committee. However, the committee also discussed the possibility of having co-chairs only, one being a council member. The concern is to take whatever steps are necessary to keep the committee strong.
The general feeling of the committee members is that the committee is in great standing and will continue with its goals and initiatives for FY 2001 with a new chair.
