Standards Committee Meeting Minutes

Committee members reviewed the agenda.

CTU Update

Cialek reported that the proposed CTU Standard can now be accessed by the internet at: http://www.gis.state.mn.us/committee/stand/ctu_stand.htm. The web site gives a formal description of the proposed standard, connects the users to a database interface and hosts a user survey for comments and questions. Before this standard is brought to the IPC, committee members – Kotz and Cialek will address the issue of how the database will be maintained. Due to their continuing research, Cialek noted that the timeframe for bringing the CTU standard to the IPC’s Executive Committee will be within the next 2-3 months.

Review Draft Standard From Hydro Committee

Radde briefly summarized the Numeric Codes for the Identification of Basins in Minnesota composed by the Hydrography Committee to the Standards Committee. Previously, several Standards Committee members raised the question of whether it was appropriate to call the County Code a “county code.” Committee members reviewed the language and recommended it be clarified to avoid confusion with the current state standard for identification and the numbering of counties.

Radde will bring the revision back to the Hydrography Committee for their final review and approval.  This item will be readdressed at the next Standards Committee meeting. At that time, if no other changes are addressed, the proposed CTU standard will be forwarded to the full Council and then to the IPC’s Executive Committee.

Establish a workplan

 Regular meeting schedule  

A tentative meeting schedule has been sent for the second Tuesday of alternating months beginning February 12, 2002.

 Discuss and select co-chair

Joella Givens was nominated and she accepted the nomination. Joella will be the co-chair for the FY2002 Standards Committee.

Committee to review draft of federal standards

Radde noted that at the past full council meeting, Arbeit and Craig noted the importance of a committee to track federal standards with the following hopes: review of what standards exist, provide comments on standards (if requested) and coordinate with other agencies to review and comment on standards. Committee members discussed and agreed that this is an important task and should be a committee initiative. Members will discuss to what degree this will occur at the next meeting.

Identify subjects for “best practices”, “guideline”, or other documents

Radde raised the issue as a need identified by Committee members for “best practices” guides on topics like GPS or other satellite imagery, and for digital soils data. Members felt that such a resource, especially satellite imagery or the appropriate use of “scales” would be beneficial and will continue the discussion at the next Committee meeting.

Direction of IT Infrastructure

Radde introduced the idea of the Standards committee becoming more involved in the review / comment process between the development of the IT Infrastructure process and the DNR.  The standards committee could act as a collecting point for comments regarding the implementation / progress of the project. Radde will address this issue with the interested parties currently involved in developing / implementing the IT Infrastructure process.

Next meeting

The next scheduled meeting is Tuesday, January 8, 2002 from 1:00 – 3:00 p.m. in room 301 of the Centennial Office Building..
